Representative Kathryn Swan of Cape Girardeau is the sponsor of House Bill 388, the first filed, heard and voted Do Pass out of committee by a freshman legislator in the 97th General Assembly. Swan tells KZIM-KSIM her bill would make data regarding student learning available and understandable. The bill was heard by the Elementary and Secondary Education Committee last week and voted Do Pass out of the committee this week, and passed out of rules committee as well. Swan hopes that this transparency in information will energize parents and communities to identify resources and implement solutions to improve student learning. She says that Cape has done amazing things with community volunteers, and wants to see that extend across the state.
