Representative Kathy Swan of Cape Girardeau has received a 2013 Freshman of the Year Legislative Award and 100% Club Award from the Missouri Chamber of Commerce & Industry. The first-term legislator from the Missouri House was recognized for her prominent voices in her chamber and leaders on important issues in her first term. Swan sponsored legislation that would change the way prevailing wage is calculated and was the leader on education legislation that was a priority of the Missouri Chamber. Swan tells KZIM-KSIM that she was surprised by the honor, especially for that of her voting record. Swan scored a 100 percent rating based on votes covering a wide spectrum agenda including education, tax, workers’ compensation, unemployment insurance, economic development, tort, employment law, labor and environmental policy. Swan was one of only nine legislators to receive the 100% Club Award.
